You walk right up to the door where it was blocked before, and you use the Plasma Laser here. Cool.
Then, you go through the door.
You now have access to the balcony in Central Lockdown.
You continue down the air duct on your right, and you end up...
Woah. Ok! Moving on...
You are now in the room of Security Terminal 3.
Access it, move the key to it's rightful place, and BAM! you have even more security clearance. ;)
