This item is a body item, and it seems to be unlockable, though I'm not sure how, or using what code. The item's ID is 34043.
Spoiler Alert Giveaway
This is (as you probably suspected) a background, and I'm not sure how you obtain it. Some penguins theorize that this background is given whenever you go to a The Spoiler Alert footage meet-up. This item's ID is 9260.
Blue Border Collie Hat
This item is a head item, and it's unlockable, it seems. As I've said about earlier-mentioned items, I'm not sure how it's unlockable, either via code or promotional deal.
