Club Penguin Stamps glitch!

Hi!  Ocean6100 here!  I was trying to see what stamps I could earn, when I looked at Party stamps!  One stamp is not visible!  What is it?

UPDATE: I got a message from Club Penguin, and they said "Hello Ocean6100, 

Thanks for reporting this to us. 

We are aware of a bug with the second stamp in the Party section of the Stamp Book. This stamp was randomly added to the Party section and when appearing in the book, it would appear to be loading. Our tech team is looking into this matter further and we appreciate your patience.
